摘要
政府管理需要创新,政府创新也需要管理。近年来,杭州通过综合考评这一平台,逐步构建了一个较为完整的政府创新管理的制度框架,形成了明确的管理主体、科学的管理目标、有力的管理手段,取得了显著的管理绩效。研究表明,专业的组织化平台、多元的参与主体有助于政府创新管理的实施,而未来的政府创新管理需要更加注重推进政府创新的持续性和制度化。
Government management needs innovation, and government innovation also needs management. Through the platform of comprehensive evaluation, Hangzhou has gradually built a fairy complete institutional framework of government in novation management. With a clear management body, scientific management objectives and powerful management tools, it has made significant management performance. This research has shown that professional organization and multiple participations are contributing to the implementation of government innovation management. In the future, government innovation management should pay more attention to promoting the persistence and institutionalization of government innovations.
