摘要
技术中性论可以在两种意义上得到理解。视技术为自然物的"绝对"中性论是错误的,应该放弃,而承认技术负荷价值的"相对"中性论则是正确的,有其存在的合理性和积极意义。与技术的体系化、系统化发展相适应,技术价值也呈现出系统性的构成关系,技术的政治性必须联系技术的本体结构去说明。技术思想史表明,技术中性论与技术乐观主义之间并没有必然的联系。
The theory of technological neutrality can be comprehended in two senses. The theory of absolute technological neutrality which regards technology as a natural thing is wrong and should be abandoned while the theory of relative technological neutrality that considers technology as value-laden is correct, reasonable and positive. In accordance with the systematic development of technology, the value of technology takes on systematic composition. The political property of technology must be explained in terms of its ontological configuration. The history of technological thought indicates that there is no necessary connection between the theory of technological neutrality and the technological optimism.
