摘要
新时代社会主义协商民主建设实现了创新性发展。从理论创新看,历史传承中彰显强烈的“中国逻辑”和浓郁的“时代关怀”;就制度创新言,新时代更加致力于构建科学有序的协商民主制度体系;从实践创新讲,协商民主广泛多层发展的趋势日益明显,并取得丰硕成果。新时代社会主义协商民主的创新性发展,是党和国家顺应时代发展新需要的战略选择,是中国共产党践行“全过程人民民主”,维护最广大人民群众根本利益的生动体现,也是国家治理能力和治理体系现代化的重要步骤。协商民主在未来发展中,仍将面临诸多挑战,需要进一步推进其制度化、规范化、程序化,为实现全面建设社会主义现代化国家建设目标奠定重要的制度基础。
Socialist consultative democracy in the new era has achieved innovative development in the following aspects.In terms of theoretical innovation,it highlights a strong sense of“Chinese approach”and“concern for the times”while embracing the tradition.In terms of institutional innovation,it is committed to building a sound and orderly system of institutions for consultative democracy.In terms of practical innovation,it shows a tendency to grow increasingly extensive and diversified,and has achieved fruitful results.The innovative development of socialist consultative democracy in the new era is an outcome of the strategic choice made by the Party and the government in a view to meeting new demands for development in the era,a manifestation of its act in line with“whole-process people’s democracy”to safeguard the fundamental interests of the overwhelming majority of the people,and an important step in the modernization of China’s capacity and system for governance.As advancing the consultative democracy still faces challenges,more endeavors should be made to improve its institutions,standards,and procedures,so as to lay a solid institutional groundwork for achieving the goal of building a modern socialist country in all respects.
