摘要
新时代协商民主作为人民民主的重要形式拥有丰富的思想渊源。传统民本思想在权利主体、政治关系、实现机制中展现着政治调节的历史积淀。基于民本思想的政治调节特性,搭建民本思想与新时代协商民主契合沟通的桥梁是社会主义协商民主创造性发展之根本。新时代协商民主相对于民本思想,实现了集体主义到个体主义;等级固化到平等包容;统治机制到社会治理的横向跨越。因此,推动我国新时代的协商民主建设既要传承民本思想中符合时代性建构的政治调节价值,另一方面也要输入当代政治价值,发展现阶段协商民主的新价值。
As an important form of people’s democracy,consultative democracy in the new era has rich ideological sources.The traditional people-oriented thought demonstrates some historical accumulation of political adjustment in the subject of rights,political relations,and realization mechanism.Building a communicative bridge between the people-oriented thought and consultative democracy of the new era,based on the political adjusting characteristics of the people-oriented thought,is the foundation of the creative development of socialist consultative democracy.In contrast to the people-oriented thought,consultative democracy in the new era incorporates collectivism to individualism,exhibits a shift from hierarchical solidification to equality and tolerance,and realizes a horizontal leap from ruling mechanism to social governance.Therefore,to promote the construction of consultative democracy in the new era of our country,we must not only inherit the political adjusting value in the people-oriented thinking that conforms to the contemporary construction,but also input the contemporary political value and develop the new value of consultative democracy at the present stage.
