摘要
中央或上级政策目标的实现需要经过多层细化和再规划的过程,为防止因利益博弈和合作困境而导致的政策执行碎片化,中国采取高位推动、逐级发包和晋升竞标赛等模式来予以化解。上述模式的实施以中国政策执行的党政双轨制、行政矩阵制和中共在政策执行过程中的主导地位为基础。
To achieve its objectives,the central government’s policy needs to be implemented in multilayer local governments where it is refined and reset.In order to prevent public policy implementation from being fragmented,it is advisable to adopt measures such as introducing an impetus from higher-level authorities,establishing administrative contract system and implementing promotion championships.The above steps are implemented based on party government dual-track system,administrative matrix system and the CCP occupies the dominant position in the process of policy implementation.
