The growth of top-notch innovative talents is a long and systematic process and can not be accomplished at one stroke. The United States cultivates the largest number of top-notch innovative talents in the world, while research universities there place great emphasis on undergraduate education. The fact that most Chinese academic elites with overseas degree were trained by Chinese undergraduate education, and Chinese students pursue their study in top graduate schools all over the world, doesn't seem to be a solid proof that China's undergraduate education is not poorly developed. Undergraduate education lays foundation for postgraduate education. If we had to make a comparison, I would say that undergraduate education plays a much more crucial role in the cultivation of top-notch innovative talents than postgraduate education without any hesitation.
