摘要
研究黑河干流中游水量分配,可为流域取水许可和总量控制管理提供技术支撑。以有效性、公平性、可持续性为原则,筛选水量分配指标;采用层次分析和模糊决策理论相结合的模式建立水量分配模型,对黑河干流中游的甘州、临泽、高台在不同来水保证率情况下的耗水量进行了分配。在多年平均情况下,甘州、临泽、高台分配的耗水量分别为3.46亿、1.58亿、1.26亿m3,分水结果与现状用水较吻合,获得了较为满意的结果。
Studying on water allocation in the middle reaches of the Heihe River could supply technical support for water intaking permitted and the total control management.In this study,on the principle of efficiency,equity and sustainability,indicators of water allocation had been screened.A method combining analytical hierarchy process with fuzzy decision-making theory was developed for distribution of water.By using the model the author analyzed water consumption amount for every county at different inflow guaranteed rate.The results reveal that water consumption amount for Ganzhou,Linze,Gaotai are 3.46×108m3,1.5×108 m3 and 1.26×108m3 respectively.The results are fit for the volume of water consumption status and decision with a reasonable and satisfying result can be made.
