摘要
从土地资源和水资源的基本概念出发 ,系统的研究和分析了水资源与土地资源的自然、经济、权属、价值等多方面特征的差异。结论对于全面认识水资源的特征 ,借用城市土地的经营管理经验 ,进行水资源的开发、经营、管理立法 ,以及水资源的经营管理实际工作 。
The authors studied and analyzed differences among nature,economic,authority,value characteristics of water resources and land resources systemically.The conclusion has theory sense for comprehensive knowing water characteristic and developing,managing,legislation of water,in the reference of land management experiences.
