摘要
构建了对水权初始分配方案进行和谐性判别及不和谐性判别的准则,并针对分配方案可能存在的不和谐性,提出了一种能充分吸收不同地区不同部门对水权初始分配“认识”的交互式水权初始分配方法.该方法由于决策者的参与,使得水权初始分配方案变得更为合理.
A criterion for harmoniousness and inharmoniousness judgment of given. In consideration of the fact that some inharmonious factors might exist water right initial allocation method was proposed, which took the knowledge on regions and different departments into account.
