摘要
目前,上海已初步形成覆盖全社会各行业的多层级企业技术创新体系,呈现出研发机构的创新投入、人才资源、创新成果相对集聚的总体特征,但是对照实现"创新驱动、转型发展"的要求和承载企业作为技术创新主体的重任,还存在一定差距。上海应聚焦政策资源,支持企业建设高水平研发机构、加大研发投入、突破关键核心技术、开发重点新产品、引进培养技术领军人才等,全面提升产业自主创新能力。
Shanghai has initially formed multi-level technical innovation system covering various sectors of the society as a whole, showing the features of the relatively agglomeration of innovation investment, human resources and innovation fruits. But there are still some drawbacks. In the future, Shanghai should focus on policy resources, support enterprises to build high levels of R＆D institutions and finally enhance the ability of independent innovation.
