摘要
对近几届奥运举办城市奥运场馆的投融资问题进行了研究。认为近几届奥运举办城市场馆投融资的发展趋势为投资主体日益增多、融资模式多样化、资金来源渠道多元化、混合型投融资模式成为奥运场馆的主要投融资模式等。影响各奥运举办城市场馆投融资模式选择的因素主要有奥运举办国的政策与态度、资本市场发达程度以及举办国的体育体制、奥运场馆的功能定位等。奥运场馆的投融资模式对其赛后运营有较大影响。改革体育场馆投融资体制,引入市场机制、充分利用现有体育场馆,严格控制新建场馆数量和投入、吸引私人机构参与体育场馆投资,便于场馆赛后运营。
In this article, in the light of documents consultation and experts interview, focuses was placed on the investment and financing for the venue and host city for Olympic games. It is found that there is a tendency of diversification in investment and financing for the Olympic venue and variation in mode and the sources of funding. Moreover, with the number of investors growing, the mixed investment and financing mode become the mainstream type of investment. In addition, there are some factors which influence on the hosts＇ choices of the investment and financing mode. They are the strategies of the host countries, the development of capital market and the function settlement of the venue. The investment and financing mode have great effects on the operation after the completion. Some advices are thus given as follow. It should reform the investment and financing system of venue followed by the introduction of the market mechanism which facilitates the full use of the current venues. It is of importance to strictly control the number of new venue and inputs attract investment from the private sector participation in sports venue. There is a need to facilitate the stadium after the game operation. At last, it is an imperative to fully consider the operation after the game, scientifically design the channels of the return of the investment etc.
