摘要
文章针对目前我国教育资源分布不均、优质教育资源稀缺、网络教育资源重复建设等问题,首先,从微观上分析了如何推进我国高校网络教育资源共享的合作机制,依据合作的目的和合作主体的关系把高校网络教育资源共享合作模式归纳为中介主导式、水平联合式、共建共享式和开放式四种,并从需求、势差、投入收益、地域四个方面论述了高校如何选择合作模式。其次,从宏观上就政策法规、激励机制两个方面阐述了如何完善我国高校网络教育资源共享的协调机制。最后,探讨了如何制定和建立我国高校网络教育资源共享的技术规范制度与绩效评估机制。
At present, there are such problems as the imbalance distribution of high education resources, the shortage of existent high-quality education resources, and the repeated construction of network educational resources in our country. In the paper, firstly, how to promote the cooperation mechanism of sharing higher network educational resources in China is analyzed from the view of microcosmic. And the cooperative model of higher network educational resource sharing is summarized as follows： intermediary domination mode, horizontal combined mode, co-construction and sharing mode, and open mode. And then, how to choose cooperative model for university is analyzed from four aspects： sharing motivation, potential difference, investment and benefit, and region. Secondly, from the view of macroscopic, how to improve the coordination mechanisms of sharing higher network educational resources is proposed from incentive mechanism, policies and regulations. Finally, how to constitute technical specifications and performance assessment mechanism of sharing higher network educational resources is discussed.
