摘要
本文从一个国家的城市规划体系内部子系统构成入手，阐述我国城市规划体系进入周世纪时面临的外部和内部两大方面的挑战，分析今天中国城市规划体系应对挑战的各个子系统建设的任务，指出在城市规划体系内部调整建设的推进过程中，整个系统外部的城市化、全球化和国家经济政治体制改革中的市场经济确立和民主法治推进是构成内部改革的前提和动力所在。并以此作为文章最后对中国进入２１世纪后城市发展战略调整思路的依据。
Bascd on a national spatial planning system, this article elaborates the internal and external challenges faced by China's planning system in the 21st century, and analyzes the formation of the planning system in China. It points out that during the internal adjustment and construction of the planning system, the external process like urbanization, globalization, economical and political reform, and legislation democracy constitute the precondition and impetus of the internal reform.
