摘要
国土空间规划是空间发展的指南、可持续发展的空间蓝图,是各类开发保护建设活动的基本依据。德国是欧洲第一个建立空间规划体系的国家,且其空间规划体系十分完善。基于此,文章通过梳理德国规划体系的发展历程,分析德国空间规划体系构成和特征,系统总结德国规划体系中可供借鉴的经验,进而从顶层设计、立法建设、技术标准和人才队伍建设等七个方面对中国国土空间规划体系建设提出了建议,以期为健全和完善新时期的国土空间规划体系提供参考。
Land-space plan is the guidance of spatial development,blueprint of sustainable development,foundation of preservation and construction.Germany is the first country that establishes land-space planning in Europe with a complete system.With a review of the system evolution and an analysis of system composition,the paper learns experience from Germany and puts forwards suggestions for the land-space planning system in China from top level design,legislation,technical standard,talents cultivation etc.It provides a reference for the integration of land-space planning system in the new era.
