摘要
当前,突发事件应急管理体系的建设和完善已经成为我国政府面临的一个重大课题,西方发达国家在应急管理体系建设方面的经验和理念,为我们提供了有益启示。构建我国道路交通突发性灾害应急管理体系,应从加快应急管理立法进程,建立健全应急管理法律法规体系;建立强有力的应急管理综合协调部门,确保应急管理的效率;建立综合应急信息平台,有效实现信息资源共享;建立有效的社会整体联动机制,提高危机的社会应对能力;加强交通基础建设,解决交通瓶颈问题等方面着力。
Nowadays,the construction and perfection of unexpected emergency management system has become a very important subject facing the Chinese government.The experience and ideas on the construction of emergency management system in western developed countries have offered us meaningful enlightenment.To construct our country＇s road unexpected emergency management system,we should speed up the emergency management legislation process,build up perfect emergency management laws and regulations system and powerful emergent comprehensive coordinate management departments to ensure the efficiency of emergency management,build comprehensive emergeny information platform,realize effective information sources sharing,set up effective social whole linkage mechanism,improve abilities to deal with social crises,strenthen traffic infrastructure construction and solve traffic bottleneck problems.
