摘要
通过对城市公共安全影响因素的分析,以及城市公共安全与社会和谐发展关系的探讨,提出了发挥政府主导作用,通过立法、体制创新和制度创新,建立完善的城市公共安全保障体系的设想。
By the analysis of urban public safety affecting factors and the investigation of the relationship between urban public safety and social harmonious development,an idea is presented that a complete and perfect urban public safety system can be built up by means of enhancing the dominant function of the government in legislation,system and mechanism innovation.
