摘要
政府购买幼儿教育服务，是指政府由原来直接举办幼儿园，调整为向有资质的社会组织或公民个人购买幼儿教育服务，并根据社会组织或公民个人提供服务的数量和质量进行评估付费。政府购买幼儿教育服务必须满足四项要素性条件和三项过程性条件。同时，政府必须从制度建设与契约精神培育方面建构起政府购买幼儿教育服务的风险防范机制。
Government procurement of preschool education service refers to government, instead of establishing and running public kindergartens （as it used to do）, procures the service from qualified social organizations or individuals who are paid according to the amount and quality of the offered service based on assessment. Four elemental conditions and three procedural conditions must be met in the procurement. Meanwhile, a risk prevention mechanism in the aspects of system construction and contract spirit nurturing should be established in the procurement of preschool education.
