摘要
在界定农村公共产品概念的基础上,分析了农村公共产品供给机制不合理的弊端:由于农村公共产品供给不足,造成农业难以发展,农村难以繁荣,农民难以富裕,更加拉大了城乡收入差距。进一步分析了农村公共产品存在问题的原因,一是国家财政用于农业的份额过低;二是农民游离于决策制度之外,使受益主体与决策主体不统一;三是农民并未完全享受"国民待遇";四是农村缺乏规范的公共品选择和监督机制。从收益主体角度提出了完善农村公共产品供给的思路与对策:农村公共产品的供给要以增强农村的自我发展能力为重点;农民应主动参与公共产品决策的制定,消除"失语"现象的发生;农民应组织起来,自觉提高组织化水平;主动参加各种形式的农民教育,努力做到与政府的信息对称;村集体应设立村级预算,保证农村公共产品的供给。
On the basis of defining the concept of rural public good supply,the weaknesses of the supply mechanism of rural public goods are analyzed.The shortags of rural public goods supply leads to the difficultities in developing agriculture and rural economy;enriching farmers and narrowing the urban and rural income gap.Problems in rural public goods supply are further analyzed.Firstly,the national finance used in agriculture is low.Secondly,farmers are seperated from decision system and the beneficiaries separate from the decision-makers.Thridly,farmers are fully treated as civilians.Fourthly,rural areas lack the selection and supervision mechanism of public goods.The ideas and countermeasures on pefecting rural public goods are put forward from the perspective of main benefinaries.The supply of rural public goods should take intensifying the self development capability of farmers as core;farmers should actively paticiate in the making the rural public goods decision and fight for their right to say.Farmers should unit toghter through organizations to improve the orgnaizational level.Farmers should actively participate trainings on them and try to get the updated information from the local government.The village collective should protect the supply of rural public goods.
