摘要
历史上四川绵竹县与什邡县的水利纷争延续数百年之久。本文通过对两县水利纷争史的考察,以三次有代表性的纷争为个案展开分析,得出引起水利纷争的主要原因有三:一是不合理的分水原则;二是统一协调管理的缺失;三是天灾、人祸的影响。在此基础上,提出三点解决水利纷争的经验以供参考。
The Water disputes between Mianzhu and Shifang had a history over centuries. Based on studying the water disputes between two counties, this paper specifically analysises of three representative cases of disputes, concluding three main reasons of the water disputes： unreasonable watershed principle, lacking unified management and the natural and social disasters. Finally, the author presents three suggestions to today＇s water disputes.
