新公共外交内涵对中国公共外交的启示 被引量:60

China’s Public Diplomacy from the Perspective of New Public Diplomacy

摘要 九一一事件以及布什政府在中东地区开展的一系列公共外交活动引发了欧美学者对公共外交缺位及其复位后能否奏效的深层动因的考察,并由此带动了学术界对全球化时代新公共外交的研究热潮。与传统公共外交相比,新公共外交的"新"主要体现在:强调行为主体多元化,并且更多聚焦非政府行为体在公共外交中的作用和职能;关注以Web2.0为代表的社会媒体活跃所引发的海量信息生成及其为公共外交专业工作人员带来的严峻挑战;强调公共外交与国内公共事务相一致原则,淡化传统公共外交信息传递"内外有别"的传统套路;关注对公共外交实施效果的考察,其中,公共外交的目标能否与外交政策和军事行动相一致,公共外交的主管部门在官僚机构中的角色定位成为关乎公共外交成败的核心要素。中国公共外交的发展势必在全球新公共外交的宏观语境下进行,为此,作者挖掘新公共外交的内涵,透视其发展态势,以期为中国的公共外交实践提供更多的发展思路。 September 11 and the U.S. public diplomacy in the Middle East has provoked academic interests in U.S. public diplomacy, particularly the vital factors determining success or failure of public diplomacy, leading to the worldwide research on New Public Diplomacy. Compared with traditional public diplomacy, the new emphasizes multi-actors and pays closer attention to the function of non-governmental actors in public diplomacy, focuses on social media’s function in public diplomacy, advocates consistence of public diplomacy and domestic public affairs, and highlights the assessment of public diplomacy. Whether the goal of public diplomacy is consistent with a country’s foreign policy or military actions and whether the role of the bureau in charge of public diplomacy in the whole bureaucratic organization has been the key factors to the success of public diplomacy. There is no denying the fact that China will develop its public diplomacy under the setting of global New Public Diplomacy. By making deeper analysis of the connotation of New Public Diplomacy and its influences on China, this author provides suggestions to China’s public diplomacy.
