摘要
当前我国跨行政区水污染问题严重,其原因在于跨行政区水污染实质上是外部性问题;跨界流域统筹治理缺乏有效的法律支撑,程序性立法缺位现象严重,处理跨行政区水污染纠纷的行政手段过于单一;环境管理行政体制不合理,流域水污染治理主体缺位;流域规划不完善。针对以上原因,提出了相应的综合整治对策。
Water pollution of cross administrative area in China is serious currently.The reasons lie in： water pollution of cross administrative area is a problem of the theory of neighborhood effects on environment;lacking of legislation support,especially procedural legislation on overall plan government of cross administrative area;the method to deal with the disputes of water pollution of cross administrative area is too simple;the system of environmental management administration is unreasonable;main body of governmental pollution of cross administrative area is vacant;environmental project is imperfect.In view of the above reasons,the comprehensive control countermeasures are raised.
