摘要
目的建立厦门市医疗机构卫生应急能力常规量化考核指标体系,评价医疗机构对突发公共卫生事件的应急能力。方法综合文献和专家咨询构建医疗机构突发公共卫生事件应对能力指标体系,采用专家评分法对三级指标进行筛选并设置权重。应用筛选后的指标体系对厦门市医疗机构突发公共卫生事件应急能力现况调查结果进行评价。结果指标体系筛选出5项医疗机构突发公共卫生事件应对能力一级指标、10项二级指标和27项三级指标。评测结果显示厦门市急救中心和三甲医院综合分数较高,农村医疗机构和私营医院得分相对较低。结论应用该评价指标体系可对厦门市卫生应急能力进行常规量化考核,现有基础上应重点加强农村医疗机构卫生应急体系建设,同时应加强私营医院的应急管理。
Objective To establish a standard evaluation of public health emergency preparedness for medical institutions in Xiamen city.Methods The evaluation standard was designed by consulting literature overview and specialists,and developed using the expert-scored method.We made a cross-sectional study and evaluation for emergency public health response capability in 8 medical institutions.Results The evaluation standard system includes 5 domains,10 second-level indicators and 27 third-level indicators.The results of evaluation showed that the emergency center and the third grade class A hospital in public health emergency preparedness were better than other medical institutions.Conclusions The result of evaluation reflected correctly the situation of public health emergency preparedness on medical institutions.We should apply this evaluation standard to assess conventional emergency response capability,and constantly reinforce building of emergency response for the rural medical institutions.
