摘要
目的了解广西边境地区县级医院突发公共卫生事件应急能力现状,分析存在的问题。方法采用普查方法对广西边境地区县级医院进行问卷调查,分析医院应急预案、应急指挥协调、监测预警、实验室病原检测能力、信息报告交流、应急人员、应急床位、相关物质的储备等状况。结果广西边境地区被调查的22家县级医院均没有设立独立的卫生应急部门,均挂靠在医务科或急诊科等业务科室;22所县综合医院不同程度地建立了各类卫生应急预案;监测预警能力较低;22所医院病原检测能力不同;信息报告交流和应急培训能力有待加强;应急床位和应急人力不足;应急物资储备缺乏。结论广西边境地区县级医院突发公共卫生事件应急能力需要进一步加强和完善。
Objective To understand the current situation of public health emergency response in county hospitals in border areas of Guangxi and analyze the existing problems. Methods Questionnaire survey was conducted among 22 county hospitals in border areas of Guangxi,the situation about emergency regulation and coordination,emergency plans,monitoring and warning system,information system,emergency personnel and other related procedures were collected and analyzed. Results All of 22 investigated the county hospitals in the border areas of Guangxi had no independent health emergency departments,all of which were affiliated with medical or emergency departments. The general hospitals in the 22 county had set up various health emergency plans in different degrees. The ability of monitoring and warning system of public health emergencies was insufficient. The pathogens detection abilities were different in the 22 hospitals. All these hospitals needed to improve the capacity of information reporting,communication and emergency training. Health emergency manpower and emergency beds were inadequate. Emergency medical supplies for emergency public housing was in shortage. Conclusion The emergency response capacity of county level hospitals in border areas of Guangxi needs to be deeper strengthened and improvement.
