摘要
有效因应群体性事件,维护社会和谐稳定,是各级领导干部尤其是处于一线的领导干部亟待破解的现实难题。本文对现阶段我国群体性事件的基本态势及特点进行概括性解析,重新审视了领导干部的应对能力现状,并着重提出了新时期领导干部应对群体性事件所应具备的基本能力及其建设的着力点。
Effective coping with group events and maintaining social harmony and stability are actual difficult problems faced by leading cadres, especially the local leading cadres. The paper analyzes the current basic trend and features of group events in our country, and re -examines the status quo of leader＇s capacity to respond to such events. It also poses emphatically the basic capabilities in demand and its capacity - building for leading cadres to deal with the problems of group event.
