摘要
政府对突发性灾难事件的应急处置能力是社会应急管理的重要组成部分,目前关于基层政府对灾难事件应急处置能力的研究相对较少。本研究以2021年四川泸县“9·16”地震为例,量化客观评价泸县政府在“9·16”地震中的应急处置能力。利用层次分析法构建政府地震应急处置能力评价指标体系,对泸县政府在“9·16”泸县地震中应急处置能力进行量化评价。结果显示,泸县政府在本次“9·16”地震中应急处置能力的综合评价得分为9.15分,评价级别为“优”。基于分析结果,结合本次泸县政府处置实际情况,总结了相关处置经验:强化应急预案管理与修订;灾后快速设立应急响应小组;灾后社会稳定维护。同时也对薄弱环节提出了相应的改进对策:构建完备的信息汇报体系;提升资源调配的高效合理优化性;构建“韧性”的生命线工程,为政府提升灾中应急处置能力提供了科学参考。
The government’s emergency response capability to sudden disasters is an important part of social emergency management.There is a lack of research on the government’s emergency response capacity to the disaster event.This study aims to quantitatively and objectively evaluate the emergency response capacity of the Luxian government to the“9·16”Luxian earthquake event.Based on the analytic hierarchy process(AHP),an evaluation index system was proposed to quantitatively analyze the emergency response capability of the Luxian government for the“9·16”Luxian earthquake.According to the results,the Luxian government’s emergency response capability for the“9·16”earthquake was ranted as an"excellent"level,with a score of 9.15.This study provided an evaluation index system and improvement strategies(e.g.:(1)Build a complete information reporting system;(2)Improve the efficient optimization of resource allocation;(3)Build resilient infrastructure)for the government emergency response capability in disasters event,which could benefit improving governments’capability in disaster emergency management.
