摘要
公共服务均等化是当代公平正义理论在公共服务领域的具体体现,它涉及收入分配、公民权利、社会与经济发展等诸多问题,受到国内外学者的广泛关注。国外学者主要通过发展公平正义理论、公共产品理论及财政均等化的理论和实践等为公共服务均等化提供间接的理论和实践支撑。国内学者则主要围绕基本公共服务均等化的内涵及外延、公共服务非均等化的表现及原因、实现公共服务均等化的路径(尤其是财政途径)、国外公共服务均等化情况等进行了广泛而直接的研究。尽管国内外学者在公共服务均等化领域取得了不少成果,但存在一些方面的局限性。
Public service evenlization represents the theory of fair and justice among the fields of public service. It relates with income and dispense, civil rights, social and economic development etc, and has been emfersised by researchers home and abroad. In broad the researchers use the theories of fair and justice, pubhc products and financial evenlization as their theory foundations and practices. Home researchers pay more attentions to the definition and affecting factors, the realizations of public service evenlization. But each has its defects respectively.
