摘要
介绍了垃圾焚烧发电厂营运的委托管理形式、委托管理与监管内容,及事先承诺制在营运监管中的运用,指出了落实委托管理的对策。
Forms of mandatory administration, contents of mandatory administration and supervision, application of pre- commitment in waste incineration plant operation were introduced. Some countermeasures for fulfilling mandatory administration were put forward.
