摘要
对北京市生活垃圾管理所面临的任务和存在问题进行了多方面的分析,阐述了建立北京市生活垃圾全程管理体系的重要意义,同时分析了将被动的处理生活垃圾与积极的源头减量及资源再利用相结合,改革现行垃圾管理体制,建立适应市场经济发展要求的运营机制及监督机制,统筹城乡协调发展等方面的可能性和必要性,并提出了相应的对策和建议。
Faced with task and existing problem of domestic waste management in Bejing were analysed, the important significance of setting up the system of Beijing domestic waste whole course management was elaborated, the possibility and the necessity were analyzed for combining the passive domestic waste treatment with the active source reduction and the resources recycling, reforming existing waste management system, setting up operating and supervision mechanism suitable for market economic development and planning urban and rural areas harmonious development as a whole, finally, the relevant countermeasure and suggestion were put forward.
