摘要
分析了广州市城市垃圾处理处置的突出问题,提出了应用经济手段解决这些问题的建议:(1)推行垃圾计量收费制,实现源头减量化和资源化;(2)改单一垃圾处理收费为收费与收税并行,并向处理处置设施营运单位收税;(3)借鉴“可上市交易的许可证”制,试行各区垃圾收运最高限值制度,鼓励各区建设垃圾处理处置设施。
Prominent problems of urban waste treatment and disposal in Guangzhou city were analyzed, opinions of solving the problems with economic measure were put forward. It was suggested that： （1） implement waste charging according to quantity, achieving reduction and resourceful at source; （2） changing only waste treatment charging into charging in parallel with taxing, and levy tax on unit of treatment and disposal operation; （3） using ＂market trade lience＂ system, trial highest limit quantity system of waste collection and transportation in various districts, encouraging districts to build waste treatment and disposal facilities.
