摘要
开展省际间政府立法协作、制定适用于某一区域的行政立法是一个值得提倡的发展趋势,但尚有不少法律问题需要解决。应通过修改立法法和其它相关法律,使区域行政立法合法化,并明确立法的主体、可协作的权限和范围,解决法律渊源和位阶问题,理顺立法审查监督机制等。
It is a encouraged trend that administrative laws cooperates to each other in a region and that the same governmental regulation is applied among several provinces. But a few problem in law needed to be resolved still. It is necessary to modify the lawmaking law and other related laws, to legalize regional administrative lawmaking ,to regulate legislative body , legal power and scope , the law origin and rank , reviewing mechanism etc.
