摘要
地方政府官员绩效考核是我国政治生活中的难题,GDP导向下的地方政府行为是我国经济社会发展诸多矛盾的症结所在,“十一五”规划指标体系的重大更新不仅体现了我国发展模式和建设思路的根本性转变,而且为正确界定地方政府职能,改进地方政府绩效考核提供了依据和条件。
The performance evaluation for local government officials is a puzzle in China political system. The behaviors of local government under the orientation of GDP are the key sticking point of lots of contradictions in the process of economy and society development in China. The important updating in the guide line system of the Eleventh Five-year Layout for National Economic and Social Development not only shows the changes of development model and methods, hut also provides the rules and conditions for restricting the functions and improving the performance evaluation of local government.
