摘要
跨国关系是一国对外关系的重要组成部分。跨国关系对民族国家产生重大影响,与民族国家体系是一种长期共存的复杂关系。跨国关系的重要性与长期性,使跨国关系本身具有战略意义。国家政府以大战略的方式来谋求本国的安全和发展,就必然要重视跨国关系的影响。将跨国关系吸纳进大战略的最好方式就是制定跨国关系战略。
Cross-country relation is an important component part of a country＇s foreign relaitons. With its heavy influennce on national states, it illustrates a long-term and complicated coexistence with the system of national states. The significace and long-term effectiveness of crosscountry relation attribute to its strategic significance. If a government seeks for security and development of the country by means of great strategies, they cannot overemphasize the influence of cross-country relation. The best way to include cross-country relation into the great strategies is to decide on strategies that specifically address cross-country relation.
