摘要
产业梯度转移是实现地区经济雁阵发展的条件和途径,对西部地区的资本形成、就业促进、结构调整、制度创新和经济增长具有更为重要的意义。然而,东部发达地区在历经20余年的发展与繁荣之后,其边际产业却并没有像人们所预期的那样,大规模地转移到西部地区,其原因,一是因为东部企业跨区投资的动力不足,二是因为西部地区吸引资本西进、承接产业转移的能力有限。西部地区应依据自身区域特点,制订相关政策,积极吸引资本西进,促进产业转移。
The gradient transformation of industry is the condition and the way to realize the “flying file” development of the regional economy. It is of vital importance for capital formation, employment promotion, structure adjustment, system inauguration as well as the economy growth in the western part of China. However, after experiencing over 20 years development, the edged industry in the east failed to move to the west cosmically as people expected. There axe two reasons： one is industries in the east lack of motivation; the other is the lack of capacity and competence in the west. After a detailed analysis to the reasons mentioned above, the article puts forward some sug- gestions to appeal the capital to the west and to promote the transformation of the industry.
