摘要
特许学校是美国 90年代初兴起的一种新型公立学校。在短短的 10多年时间 ,美国就掀起了一场波澜壮阔的特许学校运动。特许学校之所以能获得如此快的发展 ,原因如下 :一是在宏观层面上 ,公立学校质量下降 ,民营化浪潮的推动和国家政策的引导 ;二是在微观层面上 ,特许学校是一种小型自治的学校 ,实行新型的绩效责任制 ,提供特殊需要 ,并扩大了择校机会。
Charter schools are a new type of public schools,which sprang up in the US in the early 1990's.Within those ten years,America started a wide movement of charter schools.The reasons for such a quick development of charter schools are as follows:from the macro-level,America witnessed a decline in public schools.The wave of privatization and government policy stimulated the development of charter schools;from the micro-level,charter schools are small and autonomous.They implement a new system of accountability ,provide special needs and broaden the range of school choice.
