摘要
治理体系和治理能力的关系是结构与功能的关系,治理体系是治理能力发挥的前提和基础,治理能力的发挥应以相应治理体系的构建为支撑。目前,我国大学治理中仍存在着政府、市场及社会作用大学的机制不健全、党政权力界定不清、学校与院系主体地位错位、学术权力与行政权力运行失当、师生员工民主管理与监督作用发挥不足等问题。为此,必须从外部和内部构建现代大学治理体系,推进大学治理能力现代化。
The relationship between governance system and governance ability is structure and function.Governance system is the basis and foundation when governance ability works;meanwhile,exerting governance ability requires the appropriate governance system as its supporting.At present,those problems existed in university governance as the incompatible mechanism of the government,the market and the society influencing the university,the unclear power boundary between the party secretary and the president,role dislocation of the university and the college,improperly operation of academic power and adminstration power,and insufficient democratic management and supervision of teaching staff and students.Therefore,it should construct the modern university governance system from the inside and the outside,and promote the modernization of university governance ability.
