摘要
在新发展阶段,"城乡中国"将会成功转型为"城市中国",理解中国城市治理将成为理解中国国家治理的最佳窗口.城市基层治理作为国家治理的基础,直接影响人民群众"美好生活"的目标实现.空间正义理论与新发展阶段城市基层治理有着内在耦合,空间正义必然地成为城市基层治理的基本伦理诉求.通过对转型期城市基层治理的城市空间权利、城市空间贫困、城市空间更新等问题的批判,未来城市基层空间治理需要遵循"人民性"的政治逻辑、"城市性"的治理逻辑以及"个体性"的技术逻辑,从"治理共同体""协商式治理"与"精细化服务"三个层面进行制度构建,形成迈向空间正义的城市基层治理框架.
During the new development stage,“rural-urban China”will be transformed into“urban China”.In the transformation,urban governance offers the best opportunity to understand national governance in China,in which,community-level governance,as the foundation of national governance,will directly influence the realization of people’s“better life”.The theory of spatial justice intrinsically corresponds to urban community-level governance and the quest for spatial justice necessarily will grow to be the basic ethic appea.l This study criticizes such problems on urban community-level governance as spatial right to the city,spatial poverty of the city and updating space of the city.Then it proposes a spatial-justice-oriented framework for urban community-level governance,that is,it is supposed to abide by the tri-logic including“people-oriented”political logic,“urbanity-oriented”governance logic and“individuality-oriented”technological logic,as well as the tri-institution constructions including“governance community”,“consultative governance”and“delicacy service”.
