摘要
[目的/意义]在大数据、数字经济环境下,依照总体国家安全观,建立健全数据安全治理体系,提高数据安全保障能力.[方法/过程]加强数据安全,法律是保障,数据安全治理是关键.在数据安全治理建设中,安全策略是核心,管理体系是基础,技术手段为支撑,运维是应用,从而形成一个一体化闭环,推动我国数据安全治理健康发展.[结果/结论]数据是国家基础性战略资源,没有数据安全就没有国家安全.发挥数据的基础资源和创新引擎作用,加快形成以创新为主要引领和支撑的数字经济,完善数据安全治理体系,以安全保发展,以发展促安全.
[Purpose/Significance]Data is a national,basic strategic resource,security of which comprises important constituent of national security.[Method/Process]Under the circumstances of big data and digital economy,in accordance with overall national security perspective and laws,it is urgent to establish and complete data security governance systems and improve data secure guarantee ability.The construction of data security shall regard security strategy as the core,management system as the foundation,technical means as the support,operation and maintenance as applications,so as to form an integrated closed-loop in order to advance prosperous development of data security governance in China.[Results/Conclusion]We should give full play to the role of data as a basic resource and an innovation engine,accelerating the process of achieving digital economy driven and sustained by innovation,improving data security governance system,ensuring development with safety and promoting safety with development.
