The Development Opportunities,Risks,Challenges and Coping Strategies of Publicity and Education of Chinese Communist Party Regulations in the Age of Information

摘要以互联网为代表的新一轮信息技术革命深刻改变着人类社会发展进程,推动人类社会进入信息化时代.党内法规宣传教育工作作为党的制度建设和国家法治建设的一项重要工作,也深受现代信息技术高速发展的影响,迎来重大发展机遇.党内法规宣传教育范围不断扩大、方式不断创新、平台不断拓展、内容覆盖全面、效果不断改善.互联网在成为党内法规宣传教育创新发展的最大增量的同时,也极易成为各类风险的传导器和放大器.必须科学认识信息化时代党内法规宣传面临的方向不稳、力度不足和缺乏专门性规定的发展难题,坚持采用党管方向、借"媒"发声、充实内容和依"需"定制的应对策略,有效应对党内法规宣传教育随意化、泛化和松散化的风险挑战. The new round of information technology revolution represented by the Internet has profoundly changed the process of human social development and promoted human society into the information age.As an important task in the construction of the Party's systems and the construction of the country's rules of law,the publicity and education on regulations of CPC are also deeply affected by the rapid development of modem information technology and usher in major development opportunites.The scope of publicity and education on regulations of CPC has been continuously expanded,methods have been continuously innovated,platforms have been continuously expanded,content coverage has been comprehensive,and effects have been continuously improved.While the Internet has become the largest increment in the innovation and development of regulations of CPC,it is also very easy to become a transmitter and amplifier of various risks.It is necessary to scientifically understand the development problems faced by the unstable direction,insufficient intensity and lack of special provisions faced by the publicity on regulations of CPC in the information age,adhere to the direction of party management,use the“media”to speak,enrich the content,and customize response strategies according to“needs”,and effectively deal with the risk challenges of arbitrary,generalized and loose publicity and education on regulations of CPC.
