摘要
党内法规实施并非法规文本的自主运行,会不可避免地受到各种现实因素的影响,其中尤为重要的是组织强制力与自我驱动力,这两大动力的构成要素与作用过程即为党内法规实施的动力机制。中国特色社会主义新时代党内法规实施取得显著成效,是组织强制力与自我驱动力协同作用的结果。组织强制力方面:组织权威的巩固推动了组织动员的实现;政治逻辑的强化加速实施引擎的启动;监督机制的完善形成强大倒逼压力。自我驱动力方面:规范认同的深化奠定了理性根基;情感认同的强化涵育了伦理动力。优化党内法规实施的动力机制,需要坚持民主集中制原则,完善党的领导法规制度,规范政治动力;需要着力发展党内民主监督,注重发挥党外监督的作用,形成压力闭环;需要着力强化规则意识,提升全体党员对党内法规的制度认同与制度自信,激活根本内驱力。
Instead of an independent execution of the texts,the implementation of inner-party laws and regulations is inevitably affected by practical factors.Among them,the most important ones are the organizational imperative and self-driving force.The constituent elements and the action process of these two driving factors are the driving mechanism for the implementation of inner-party laws and regulations.The remarkable achievements in the implementation of inner-party laws and regulations in the New Era of Socialism with Chinese Characteristics are the results of the synergy between organizational imperative and self-driving force.In terms of the organizational imperative,the consolidation of organizational authority has promoted the realization of organizational mobilization;the strengthening of political logic has accelerated the launch of the implementation engine;the improvement of the supervisory mechanism has created a strong backward pressure.As to the self-driving force,the deepening of normative identification has laid a rational foundation;the strengthening of emotional identification has nurtured the ethical motivation.To optimize the driving mechanism for the implementation of Inner-party laws and regulations,it is imperative to adhere to the principle of democratic centralism,improve the laws and regulations on Party Leadership,and standardize the political motivation;it is necessary to focus on the development of democratic supervision within the Party,pay attention to the supervision outside the Party,and form a closed loop of pressure;it is required to strengthen the sence of inner-party laws and regulations,enhance the identification and confidence of all Party members to inner-party laws and regulations,and activate the fundamental internal drive.
