摘要
在国内外生物安全新形势下,中国推进生物安全治理已成为一个重大的理论和实践问题,将拓宽国家安全的理论领域,推动国家安全在全球视域下的新定位;指引生物安全治理实践,推动治理的现代化、透明包容和强适应性;共同维护全球生物安全,推动国际规则、制度的诞生及缓解国际合作困境。为此,应坚持党的领导,确保国家生物安全工作有效开展;贯彻总体国家安全观,遵循以人为本、风险预防、分类管理、协同配合的原则;健全风险防控体制,构建与《生物安全法》相配套的法律——制度体系及机制;推动全球生物安全治理,加强国际合作,履行国际公约义务,参与国际救援,研究和制定国际规则;增强公众维护生物安全的社会责任意识,推进生物安全法规、知识宣传普及和生物科技伦理治理。
Under the new situation of biosecurity at home and abroad,“China is promoting biosecurity governance”has become a major theoretical and practical issue.The national biosecurity legal system and risk prevention and control system are not perfect.Internationally,it also faces the biosecurity strategic game of major countries,the dominant international discourse by the United States,and cooperation dilemma.China’s promotion of biosecurity governance has epoch-making significance,which will broaden the theoretical field of national security and promoted the new positioning of national security from a global perspective;and will guid the practice of biosecurity governance and promoted the modern,transparent,inclusive and more adapted governance;and will Jointly safeguard global biosecurity,promot the birth of international rules and systems and alleviat the international cooperation dilemma.China promotes biosecurity governance along five paths:first,adhere to the leadership of the Communist Party.The Party Central Committee is taking a holistic view of the overall situation,connecting inside and outside,making systematic planning and withing lofty concept to ensure the effective development of national biosecurity work.Second,implement the holistic national security concept,and follow the national security principles of people-oriented,risk prevention,classified management and coordination.Third,improve the risk prevention and control system,and build a legal-institutional system matching the“China Biosecurity Law”,as well as emergency management mechanisms,intelligence mechanisms,science and technology guarantee mechanisms.Fourth,promote global biosecurity governance of which is strengthening international cooperation,fulfilling international convention obligations,participating in international rescue of major events,and studying and formulating international rules.Fifth,enhance the public’s awareness of social responsibility for maintaining biosecurity,which consists of the publicity and popularization of biosecurity regulations and knowledge,and the ethical governance of biotechnology.China has both challenges and opportunities in promoting biosecurity governance,and is confident and capable of contributing China’s wisdom and solutions.
