摘要
政府、企业、高校、科研院所等四个“部门”的功能和作用,既是“四部门模型”的基本特征,也是构建职业教育体系的逻辑起点,更是“市域产教联合体”的本质内涵。职教资源整合度有待提高、产教联合中介体系服务能力不足、产教联合体各主体利益不易协调、不同区域产教联合体的人才分布不均是当前市域产教联合体建设面临的主要困境。市域产教联合体建设障碍的突破路径为:建立职教资源整合长效机制,建立管理协调机制,加强技术创新中介机构建设,提高中介服务体系的专业化水平,培植产教融合文化建设的自主意识以及建立市域人才流动机制。
The functions and roles of the four“sectors”of government,enterprises,colleges and research institutes are not only the basic features of the“four-sector model”,but also the logical starting point for building the vocational education system,and the essential connotation of“municipal industry-education consortium”.The degree of integration of vocational education resources needs to be improved,the service capacity of the joint intermediary system of industry and education is insufficient,the interests of various subjects of the industry-education consortium are not easy to be coordinated,and the distribution of talents in different regional industryeducation consortiums is uneven are the main dilemma of the construction of municipal industry-education consortiums at present.The breakthrough paths for the obstacles to the construction of municipal industry-education consortia are:establishing a long-term mechanism for the integration of vocational education resources,setting up a management coordination mechanism,strengthening the construction of intermediary institutions for technological innovation,improving the professionalization of the intermediary service system,cultivating an autonomous sense of the construction of the culture of industry-education fusion and setting up a mechanism for the mobility of talents in the municipal area.
