摘要
本文从市域角度运用熵值法、耦合协调度模型,对西安市城市生产、生活和生态的"三生"国土空间综合利用进行耦合协调度评价,为市域国土空间的合理利用与规划提供依据。研究结果表明,2003~2017年西安市"三生"空间综合利用水平整体持续增长,持续增长的生活空间指数贡献率最高,生产空间指数和生态空间指数虽在动态波动变化中也得以增长,但未来仍需进一步提升。发展度、耦合度和耦合协调度均显现出一定程度的增长,"生产—生活—生态"三生空间相互依赖相互影响的程度不断增强,耦合协调度变化趋势从严重失调型逐渐稳定在临界协调型的态势。探究西安城市"三生"空间耦合协调度变化,主要与国内外经济发展形势冲击、政策调整、土地产权制度改革等因素有关。因此,提出综合考量区域发展实际,协调衔接各类规划合一形成地方国土规划"一张图",建立健全城市国土空间规划的法律、产权和制度等对策,从而实现西安城市"三生"空间的合理规划布局与科学质量发展。
From the perspective of urban area,this paper uses entropy method and coupling coordination degree model to evaluate the coupling coordination degree based on the comprehensive utilization of urban area production,life and ecology,which provides a basis for the rational utilization and planning of urban area land space.The research results show that,from 2003 to 2017,the comprehensive utilization level of"three lives"space in Xi’an continued to increase,and the contribution rate of living space index was the highest.Although the production space index and ecological space index also increased in the dynamic fluctuation,they still need to be further improved in the future.Degree of development,degree of coupling and degree of coupling coordination all show a certain degree of growth.The degree of interdependence and mutual influence among the three lives spaces of"production-living-ecology"keeps increasing,and the change trend of the degree of coupling coordination gradually stabilizes from the seriously maladjusted type to the critical coordinated type.The change of spatial coupling and coordination degree of"three lives"in Xi’an city is mainly related to the impact of domestic and foreign economic development situation,policy adjustment,land property right system reform and other factors.Therefore,this paper proposes to comprehensively consider the actual regional development,coordinate and link up various plans to form a"map"of local land planning,establish and improve the law,property rights and system of urban land space planning,so as to realize the reasonable planning layout and scientific quality development of"three lives"space in xi’an.
