摘要
为促进农户采纳玉米秸秆还田技术,文中利用黑龙江省767份农户调查数据,从农户认知角度出发,采用Heckman模型分析农户认知对玉米秸秆还田技术采纳行为的影响,并将环境规制作为调节变量,探究环境规制在农户认知与玉米秸秆还田技术采纳行为中的调节作用。结果表明:1)生态效益认知显著影响玉米秸秆还田技术采纳决策。2)生态效益认知、社会效益认知显著影响采纳程度。3)激励型规制在生态效益认知、社会效益认知与玉米秸秆还田技术采纳决策中有显著的正向调节作用;约束型规制在社会效益认知与玉米秸秆还田技术采纳决策中有显著的正向调节作用;引导型规制在经济效益认知、生态效益认知以及社会效益认知与玉米秸秆还田技术采纳决策中有显著的正向调节作用。因此,提出分阶段宣传,强化激励型和约束型环境规制对秸秆还田技术采纳行为的影响作用,继续注重引导型规制的宣传引导作用。
In order to improve the adoption of the technology of returning maize stalk to the field,the Heckman model was used to analyze the impact of farmers’cognition on the adoption of the technology of returning stalk to field from the perspective of farmers’cognition.Environmental regulation was taken as a regulating variable to probe the moderating role of environmental regulation in farmers’cognition and adoption of returning maize stalk to field.The results showed that:1)The recognition of ecological benefits significantly affects the decision to adopt the technique of returning straw to field.2)Ecological benefit cognition and social benefit cognition significantly affect the adoption degree.3)Incentive regulation plays a significant positive role in the recognition of ecological benefits,social benefits and the decision to adopt the technique of returning maize straw to field.Constrained regulation has a significant positive regulatory effect on the cognition of social benefits and the decision to adopt the technique.Guiding regulation plays a significant positive role in economic benefit cognition,ecological benefit cognition,social benefit cognition and the decision of technique adoption.Therefore,it is proposed to strengthen the impact of incentive and constraint environmental regulations on the adoption behavior of straw returning technique,and to continue to pay attention to the guidance role of guiding regulations.
