摘要
教育是经济社会发展的重要组成部分,坚持系统观念也是加快教育现代化建设的强大思想武器和有效法宝。在推动"十四五"教育高质量发展进程中,要把坚持系统观念作为根本方法指引,全面贯彻系统观念"前瞻性思考、全局性谋划、战略性布局、整体性推进"的基本实践要求,以全面、辩证、长远的眼光谋划新时代教育发展,以具有系统性、整体性、协同性的举措推动新阶段教育改革,从教育要素供给、投入保障、创新发展、综合改革和风险防控等方面运用系统观念,回应好群众对高质量教育供给的现实关切,努力办好人民满意的教育,为全面建设社会主义现代化国家开好局、起好步做出应有贡献。
General Secretary Xi Jinping has pointed out in the Fifth Plenum of the 19th Central Committee of the Communist Party of China that principle of system concepts should be maintained in economic and social development during the 14th five-year plan period.Education is a vital part of social and economic development,and upholding system concepts is the powerful ideological weapon and magic key to accelerate the educational modernization.In the process of promoting the high-quality development of education in the 14th five-year plan period,we should adhere to the system concept as the basic method guidance,comprehensively implement the basic practical requirements of the system concept of"forward-looking thinking,overall planning,strategic layout,and overall promotion",plan the development of education in the new era with a comprehensive,dialectical,long-term vision,and take systematic,holistic,and collaborative measures to promote education reform in the new stage.From the supply of education elements,investment guarantee,innovation and development,comprehensive reform and risk prevention and control,we should use the system concept to respond to the practical concerns of the masses about the supply of high-quality education,strive to run the education that the people are satisfied with,and make due contributions to the comprehensive construction of a socialist modern country.
