Quality Infrastructure Effectiveness Evaluation:Efficiency,Coupling and Influencing Factors

摘要 本文从效率、耦合度和外部环境三方面综合评估我国质量基础设施(quality infrastructure,QI)的效能。首先,基于投入-产出视角初步构建QI效率评价指标体系,并引入马田系统(Mahalanobis-Taguchi system,MTS)与数据包络模型(data envelopment analysis,DEA)对其进行优化。其次,运用随机非参数DEA模型(StoNED)和优劣解距离模型(Topsis)评估不同地区的QI效率值,并分析QI内部要素耦合对效率的影响。最后,运用Tobit回归模型探析影响QI效率的外部因素。研究发现,我国QI总体效率不佳,存在着区域失衡现象,东部地区高于中西部地区。QI的耦合度较低(0.35~0.37),且影响了QI效率的改善。在外部因素中,经济发展、信息化和政府支持对QI效率提升具有正向促进作用,但市场化与QI效率呈负向关系。 The effectiveness of Chinese quality infrastructure(QI)was evaluated from the aspects of efficiency,coupling and external environment.First,a preliminary QI efficiency evaluation index system based on the input-output perspective was built,and Mahalanobis-Taguchi system(MTS)and data envelopment model(DEA)were introduced to optimize it.Secondly,using random nonparametric DEA model(StoNED),Secondly,the stochastic nonparametric DEA model(StoNED)and the superior and inferior solution distance model(Topsis)were used to evaluate the QI efficiency in different regions,and the influence of QI internal factor coupling on the efficiency was analyzed.Finally,the Tobit regression model was used to analyze the external factors affecting QI efficiency.The study found that:the overall efficiency of QI in China is not good,and there are regional imbalances.The eastern region is higher than the central and western regions.The QI coupling degree is low(0.35~0.37),and affects the improvement of QI efficiency.Among external factors,economic development,information and government support have a positive role in promoting QI efficiency,but marketization has a negative relationship with QI efficiency.
