摘要
党的十九大报告中提出了深化民族团结进步教育,铸牢中华民族共同体意识和中国已经进入高质量发展阶段两个重要论断,意味着抓准民族地区经济发展中的主要矛盾,铸牢中华民族共同体意识就成为民族地区实现高质量发展的必然选择。基于此,从经济高质量发展与铸牢中华民族共同体意识的逻辑内涵出发,构建四个维度经济高质量发展指标衡量民族地区48个地级市经济高质量发展水平,根据实证结果提出将铸牢中华民族共同体意识作为民族地区经济高质量发展的第一要义,将保护好生态环境和利用好生态资源作为民族经济高质量发展的第一原则,将少数民族人才培养创新驱动作为民族地区高质量发展的第一动力实现民族地区经济高质量发展。
The report of the 19 th National Congress of the CPC also put forward two important conclusions: deepening national unity and progressive education, solidifying the consciousness of the Chinese national community, and China has entered a stage of high-quality development. It means that grasping the main contradictions in the economic development of ethnic regions and forging the consciousness of the Chinese national community has become an inevitable choice for achieving high-quality development in ethnic regions. Based on this, proceeding from the logical connotation of high-quality economic development and solidifying the consciousness of the Chinese nation’ s community, construct a four-dimensional economic high-quality development indicator system to measure the high-quality economic development level of 48 cities in ethnic regions.The consciousness of the Chinese national community is the first element of high-quality economic development in ethnic areas.Protecting the ecological environment and making good use of ecological resources are the first principles of high-quality development of the ethnic economy. Taking the cultivation of ethnic minority talents and innovation drive as the high-quality development of ethnic areas are the first driving force for achieving high-quality economic development in ethnic regions.
