摘要
村干部"上接乡镇政府,下联本村村民",既是党和国家方针政策落实的代理人,也是村务管理的具体执行人。在社会舆论下,他们的行动逻辑显现出谋求上级与村民支持,拓宽晋升渠道和增大项目进村可能性的正效应动机,但也面临着网络传播,熟人传递和差序推送加剧社会舆论负效应的风险放大。社会舆论是一把双刃剑,其正效应会加剧村干部权力寻租的可能性,其负效应则会形成隐性监督,给予村干部一定的舆论压力。应充分利用社会舆论正效应的积极作用,规避负效应带来风险放大,通过去他者化、去地方化、去官僚化和去内卷化等途径提升村干部化解社会舆论风险的回应力。
The village cadres who connected the government and the village are not only the agent of both the party and the state policy implementation,but also the performer of the village affairs.Under the background of public opinion,their action logic reflected a strong positive effect of seeking the superior's supports,broadening the promotion channel and increasing the possibility of project to village.However it also confronted with risk pushed by network transmission,acquaintance diffusion and difference preface pattern.The public opinion is a sword of two sides,for the positive side,it will aggravate the possibility of village cadres'power rent-seeking,for the bad side,it will become a kind of covert supervision which will give the village cadres certain pressure.Therefore we should take full advantage of the positive effect of public opinion,while avoiding the risk.It has much significance to develop the village cadres'abilities to solve the public opinion risk by getting rid of othering,localization,bureaucratization and involution.
