摘要
本文基于2015—2018年中国健康与养老追踪调查(CHARLS)两期数据,运用Ordered Probit模型和固定效应模型考察了新型农村社会养老保险政策对农村老年人主观福利的影响。研究发现:(1)新农保政策明显改善了农村老年人主观福利状况,显著提升了其生活满意度,并显著降低了其心理抑郁指数。(2)新农保政策的主观福利效应存在明显的异质性特征,对相对弱势的、受教育水平较低、西部地区农村老年人影响更小,这不利于基本养老服务均等化建设。(3)新农保政策具有显著的时期效应,为提升老年人主观福利水平发挥了长效机制作用,在短期内新农保政策提升老年人主观福利水平的可能性较小,但在长期内新农保政策显著提升了老年人主观福利水平。因此,建议提高农村社会养老保险的保障水平,加快推进社会养老保险全国统筹,并加大新农保政策对弱势老年群体和西部地区的支持力度,促进基本养老服务均等化建设,全面改善农村老年人的主观福利状况。
Based on the 2015-2018 China health and retirement longitudinal study(CHARLS),this paper uses the Ordered Probit model and fixed effects model to investigate the impact of the new rural social pension policy on the subjective well-being of the rural elderly.The study shows that:(1)The new rural social pension has significantly improved the subjective well-being of the elderly in rural areas,significantly improved their life satisfaction,and significantly reduced the psychological depression index.(2)The subjective well-being effect of the new rural social pension has heterogeneous characteristics,and it has a smaller impact on the relatively disadvantaged with lower education level and the rural elderly in the western region,which is not conducive to the construction of equalization of basic elderly care services.(3)Further research shows that the new rural social pension has a significant period effect In the short term,the new rural social pension improves the subjective welfare of the elderly to a small extent,but significantly improves the subjective well-being of the elderly in the long term.It is recommended to improve the level of new rural social pension,increase support for the new rural insurance policy for vulnerable groups,promote the equalization of basic old-age services,and comprehensively improve the subjective well-being of the rural elderly.
