摘要
人才评价指标是政府评估人才的基本要素,制定有效的人才评价指标体系是政府落实人才政策的保证。该文以苏南地区某国家级高新区为研究对象,采用主成分分析法进行研究,通过定性与定量相结合的方法,构建了包括资历评价、能力评价、价值评价、企业评价、社会评价的“五位一体”的具有实操性的产业创新型人才评价体系,为衡量产业创新型人才提供了一个评判标准,以加快产业升级、加速区域经济发展。
The talent evaluation index is the basic factor for the government to evaluate talents.The formulation of an effective talent evaluation index system is a guarantee for the government to implement the talent policy.This paper,taking a national high and new zone in South of Jiangsu as the research object,adopts the method of principal component analysis and through the combination of qualitative and quantitative methods,establishes a practical evaluation system of industrial innovation talents with a practical ability for the evaluation of seniority,ability evaluation,value evaluation,enterprise evaluation and social evaluation which provides a criterion to speed up industrial upgrading and accelerate regional economic development.
