摘要
当前单边主义和贸易保护主义抬头,世界贸易组织的有效性和权威性正经历重大危机,改革势在必行。同时,中国正在实施更大范围、更高维度的新一轮高水平对外开放政策,这必然对世界贸易产生重大影响。因此,本文从中国新一轮高水平对外开放与世界贸易组织改革联系互动的必然性和可能性入手,深入分析互动机制构建的基本思路和重要原则,从市场开放、行政管理、争端协调、自由贸易区的通行规则、风险防控五个方面构建了两者间的互动机制。
With the rise of unilateralism and trade Protectionism,the effectiveness and authority of the WTO is undergoing a major crisis and its reform is imperative.China will further implement a new round of high-level opening-up policy with wider scope and higher dimensions,which is bound to have a major impact on world trade.This paper deeply analyzes the basic thinking and important principles of the construction of the interactive mechanism,and constructs the interactive mechanism from the market opening,administrative,dispute coordination,the general rule of free trade area,risk prevention and control,based on the inevitability and possibility of the interaction mechanism between China’s new round of opening-up and the reform of the WTO.
